You can select Propylene Glycol (PG) or Vegetable Glycerin (VG) as your E-Liquid base. PG is made from animal and/or petroleum-based oils, while VG is made strictly from plant oils. Both have hospital or food grade. Some people may have a sensitivity to PG, so that VG gives them an healthier alternative.
The Atomizer may no be refilled with the E-Liquid yo are ordering for the secured shipment. You need to refill it with the E-Liquid you have ordered. You can refill your cartridge with the E-Liquid and Syring according to the instruction at How to Refill E-Liquid
For your complete choices, you can charge the Batteries from your power outlet with the Charger and the Power USB Plug (optional part, purchased separately). You can charge also the Batteries from your computer USB plug with the USB adapter directly. You can also charge the battery with your automobile wherever you go with the Auto USB Plug (optional part, purchased separately).
The Cartridge contains about 2.2ml E-Liquid and you can refill the Cartridge as shown in the page: How to refill cartridge.
